No other free games on itch I have played so far locks content inside the game in public releases. But even if you add those scenes the updates are still very very short. There's a small chance your save is bricked. If you've loaded and overwritten a save that was created prior to 0.14 that could have caused the problems you are experiencing with your current configuration.
I would suggest starting a new save . All versions after v0.14 are, and will be backwards compatible as well which should prevent a similar issue from occurring in the future.
For anyone wondering when the 0.18 version comes out and hasn't read the recent devlog:
Public Release: April 18th (Censored)* *If you purchased HoS on Itch at any point in time, you'll have access to Uncensored versions of all future updates on the day of the Public Release
this is only for those who use itch. Supporting HoS through other methods will allow you to obtain it prematurely

What's the difference between the Regular and Censored versions?
